Sistem Verifikasi Legalitas Kayu (SVLK)

Sistem Verifikasi Legalitas Kayu (SVLK) or Timber Legality Assurance System (TLAS) is a mandatory national certification system for timber legality in Indonesia. This certification program is regulated through the Minister of Environment and Forestry Regulation No. P.8/2021 and its derivative regulation, Director General of Sustainable Management of Production Forest Regulation No. SK.62/PHPL/SET.5/KUM.1/12/2020. SVLK aims to ensure timber products and its raw material are generated from sources that comply with the legality aspect and are traceable (upstream to downstream).


Indonesia is the first and the only country in the world that owns a FLEGT (Forest Law, Enforcement, Governance, and Trade) license. The license is the result of the FLEGT VPA agreement between Indonesian Government and European Union Commission since November 15, 2016. FLEGT ensures Indonesian timber complies to EUTR (European Union Timber Regulation) which helps to safely enter European Union countries. According to the SILK website, the total of Indonesian timber product exports is 12.192.117.900 USD by October 2021.

QSI provides SVLK certification program for industrial processing with scope below:

  1. Primary wood processing industry – Izin Usaha Industri Primer Hasil Hutan Kayu (IUIPHHK) production capacity < 6000 m3/year
  2. Primary wood processing industry  – Izin Usaha Industri Primer Hasil Hutan Kayu (IUIPHHK) production capacity ≥ 6000 m3/year
  3. Community Wood Processing Industry/Industri pengolahan Kayu Rakyat (IPKR)
  4. Secondary wood processing Industry – Izin Usaha Industri (IUI): Small industry; Medium industry; Big industry.
  5. Integrated wood processing Industry – IUIPHHK & IUI terintegrasi

    SVLK is regulated in the following regulations:

    • Regulation of the Minister of Environment and Forestry Number P.21/MENLHK/SETJEN/KUM.1/10/2020 regarding Performance Assessment of Sustainable Production Forest Management and Timber Legality Verification on License Holders, Rights Management, Private Forests, or on Timber Products Utilization Legality Holders.

  • How long is the validity period of my Timber Legality Certificate (SVLK Certificate)?

    The validity period of your Timber Legality Certificate depends on the respective scope of which is owned by a valid license and the source of the raw materials used. Based Decision of the Director General of Sustainable Production Forest Management Number SK.62/PHPL/SET.5/KUM.1/12/2020, the validity period of the Timber Legality Certificate (SVLK Certificate) and the surveillance activities are categorized as follows:


    License Holder : IUIPHHK; IUI

    Source of the raw materials: Natural Forest or Management Rights and included in the CITES list

    Validity of Certificate: SLK (6years) Surveillance (12month)


    License Holder : IUIPHHK; IUI

    Source of the raw materials: Industrial forest

    Validity of Certificate: SLK (6years) Surveillance (24month)


    License Holder : IUIPHHK, IPKR, IUI

    Source of the raw materials: Cultivated timber rights forest or Management Rights and not included in the CITES list

    Validity of Certificate: SLK (6years) Surveillance (36month)

  • What is surveillance audit?

    Surveillance audit is a field assessment activity conducted by PT QSI which is carried out within the validity period of the Timber Legality Certificate (SLK) to SLK holders, with the aim of ensuring consistency in the application of SVLK standards and guidelines.

  • How can I get V-Legal documents?

    Processed wood exporters must have an SVLK Certificate to obtain V-Legal documents. The V-Legal Document is one of the documents that are required in the export of forest industry products issued by LVLK. Each 1 (one) V-Legal document can only be used for 1 (one) delivery of customs notification for the export of goods.

  • Are all processed wood products required to be accompanied by V-Legal documents?

    Processed wood products that must be accompanied by V-Legal documents are products with the HS Code registered in the Regulation of the Minister of Trade Number 74 of 2020 concerning Provisions for the Export of Forestry Industrial Products.
